The University just has to amplify the audio output to the level of ballpark volume so as to dominate and suppress the planned shouts and heckling, that no matter how loud they are, the speaker's voice and logic is louder.

The intent of the audio system should be to so dominate ambient sound that it becomes impossible to conduct casual audience cross-talk.

Exactly. Easy and inexpensive to do in this day and age....just have a rock concert capable sound system for the speaker.
