Trump's Senate Saboteurs By Fran Fawcett Peterson March 3, 2017
The Republican-controlled Senate is to blame for only 17 Trump confirmations so far. Trump has 1242 more needing Senate approval, or the number may be as low as 500, it's hard to pin down. Republicans are to blame because they are in the majority and thus in control of the schedule. Given the Senates vacation schedule, officially state work period, there is an almost impossibility of Trump getting all 1242 appointees confirmed in four years even if they worked round the clock. If the figure is only 500 appointees it would take nearly two years of round-the-clock work.
With a few exceptions, most of those needing Senate approval must first go through committee hearings. Most, because in 2011, during the Obama administration, a bill was passed allowing some appointees an expedited confirmation process. It allows them to skip the committee hearing. Are Republicans availing themselves of this tactic?

Sen. Rand Paul (R-Ky.) on Thursday blasted House Republican leaders for keeping their ObamaCare repeal and replace legislation under wraps.
Senator Paul was not allowed into a room holding the House Obamacare appeal bill.
Is there a Senate rule against that? If so, change it with 50 votes. Time to get serious.

At some point Trump is going to have to take control of the process and simply cut the Congress out of it. Congress has no real power, having ceded it all to the Executive(the bureaucracy, not so much to the President) during Democrat and compatible Republican administrations, actually all of them since WWII excepting Reagan. Trump can do what he wants, appoint who he wants, just call them “czars” instead of going through the Senate. There is solid unchallenged precedent for that. the Executive Branch has dictatorial powers that Congress cannot reclaim. If Trump goes his whole term trying to work through Congress using the now quite disfunctional Constitutional Separation of Powers he will ultimately accomplish nothing beyond a 4 or 8 year slowdown in the steamroller progress of Leviathan. If he works with Congress and the Courts, the Democrats shut him down, render him impotent, or rather he renders himself impotent. The only way for the Separation of Powers to regain functionality is for the States to take back control with an extensive Article V Convention and the only time they can do that is during a Trump Presidency with Trump’s support and encouragement. Mrs Bill would shut down a serious attempt with the Obama-built para-military forces. A McCain or a Romney or certainly a Bushg would do the same, probably more overtly.
