But I walk daily to a parking garage in a large city, where at night I'd like to have a small but deadly gun. Wisconsin allowed concealed carry a few years back and while I have a permit, I just can't settle on the right gun.

Try not to be taken in by the all good concealed carry guns must be “small” or “compact” gun store counter commandos or you tuber sorts. Modern inside the waistband IWB holsters and proper clothing can easily and comfortably conceal a full or midrange sized pistol easily . I carry either a Glock 31, a Sig P226 , a Sig P220 or a 1911A1 at times for my primary concealed carry over the years. Many who carry consider a Glock 19 the perfect size and caliber (9mm). A ugly little utility rig that will take the abuse of wear and tear, acidity of human contact and not tear up clothing, furniture, your hide or upholstery in your vehicle due its ergonomics and being dehorned by designed.
Good belt, good IWB holster and the Glock 19 or its 40 caliber counterpart is a solid reliable tool to ward off threats when ya need such.....
