A lot of the procedures involved in the election of president and vice president are hard coded in the Constitution in Article II, and the 12th and 25th Amendments. They are a matter of black letter law. The rest are based on acts of Congress.
The federal courts have no authority in this matter. The state legislatures do. Congress does.
