His records having to do with his actions while in government will, if they are already not, become available.
Personal records cannot be made available without the consent of the person or a very specific court order.
How did Obama get the sealed divorce records of his opponent?
If that is the case then no he cannot unseal those.
If you are talking about his time as President, then perhaps you missed this: White House starts moving Obama's records to Chicago, which means he is being denied access to them by removing them.
A president does not have the authority to issue a search warrant.
Why does he need a search warrant?
He is the president. He can look at anything he wants to look at.
Now nobody can prosecute anyone on the basis of what he finds, but I think he can look at anything.
Again however, I am basing that not on any legal understanding. I could be totally wrong.

Well, that’s true for PRIVATE records, but not all records are private. Grade transcripts, birth certificates, college applications, rental applications, drivers licenses and a bunch of others are PUBLIC records that anyone with addresses to the public databases can access. Obama (Clinton too) signed executive orders to shield them, but only for the duration of their holding executive office. Hillery’s college thesis on Saul Alinsky was shielded until Bill was out of office, but was released once they left.
Birth certificates are demanded by school officials, little league couches, passport officials and pretty much anyone that asks, unless there is an executive order prohibiting that document. No court order needed.

Well as you state it depends on the records they are.
If presidential records he cannot hide.
Obama actually never had power to seal personal records. If you are talking about college records the colleges sealed them, not Obama. If you are talking about birth certificates, the law already keeps those confidential.
What personal records are you thinking of that obama has the power to seal?
My guess is that the CIA and the FBI have files on Obama that probably shed light on many of the mysteries that continue to surround him.

Not my area of law, but unless sealed by a court or law, yes.
In the event of a court seal, then a DOJ action “in the compelling national interest” would succeed in most cases.
In the case of law (rather rare,) absent a harder to get court order, no.
The only records I care to see are the ones that indicate whether he was admitted as a foreign student at Occidental...and his GPA at Occidental, Columbia and Harvard. He was promoted as tbe smartest person ever to be President. I want to see proof.
I would also like to know who paid his way into Harvard and what his LSAT scores were.
By agreement and rule, even when out of office, presidents retain effective control over the records of their administration, subject though to various record disclosure requirements and schedules.
Obviously, Trump can cancel such an executive order.
But the real question is, what effect did Obama's executive order actually have? What could have been released prior to his order that could not have while his order remained in effect?
Also, some of Obama's personal records must have been outside the purview of the federal government, and thus Obama's executive order.

Yeah, i believe Indonesia paid for his undergrad, and that he went there as a foreign student. I think the whole country would like to see that our President actually checked the box marked NO several times when asked if he was a citizen of the United States.
His birth records were already sealed under Hawaiian law. As are those of anyone born in Hawaii. Thus, Lingle did not need to do anything special for little Barry Bastard. Of course, if she actually did, that would be interesting. But I haven't seen it.
