well, for what its worth, i can give a possible (really two) why it can.
i read about epstein and clinton about 7 or 8 years ago. naive and a political novice, i called into a boston radio show call “nightside” with dan rae. i said clinton was flying around on a billionares plane with young (i didnt know how young) women. he hung up on me. so there is probably some unwritten rule among the elite to keep such things quiet.
second, they all have secrets so they look out for each other. and if some naive local cop tried to look into it himself, he’s demoted or worse.

I do not doubt that there are sex scandals which have stayed hidden for years, or decades. Look up “Rotherham child sex scandal”. Consider the rumors of what goes on at Bohemian Grove. Etc.

The government in Belgium periodically gets into this stuff and government ministers and parliament members get found to be engaged in all sorts of paedophilia rings and trafficking. In Europe it is considered to be the Belgian Disease but it is not unknown among the Euro bureaucrats generally.
Given the conscious stepping out of the moral bounds of all involved, this sort of stuff becomes believable, perhaps inevitable. If the laws and morals are transcended by powerful people then whatever you desire becomes just normal day to day stuff and even stuff just to contravene those morals and laws to prove your are above rules of all kinds.
