2. Parse, spin, obfuscate, lie;
3. Lie again;
4. "I don't recall";
5. "Mistakes were made";
6. Accuse others (Johnny did it too, Mommy);
7. Massage the lies;
8. Make back-room deals that coerce and threaten (think Comey after Billy and Lynch meeting);
9. Stall to run out the clock;
10. Pronounce as yesterday's news.
