Easy fix: remove any/all property taxes and go ‘payment upon services rendered’.
Step back and watch a Free Market take over. ‘Schools’ for every income level, on every block, no putting up w/ the ‘lazy/unmotivated’, return of Freedom/Liberty/choice.
