These numbers are WAY too large to assemble in a matter of a single day.
Even for an online petition with the full backing of the BBC to direct people to it, require their signature and move along.
I wouldn’t worry about the whole “online / most people signed from other countries”. I’m going with “The whole thing is a damned lie”

It’s not really ‘internal’. I pulled up the petition and found that I could click on it as well. There is a block where you have to note that you are a citizen of the UK, but how they prove or disprove that....is a remarkable and humorous matter (it’s not existent). So 1,000 votes from China is a possibility...or even ten votes from Austin.
I think the new wording now is that they want the minimum to leave the EU to be set at 60-percent in favor, which they know that the leave-crowd can’t get past the 56-percentage point.
I saw one little news snippet that stated that 39,000 signatures came from Vatican City (population ~800). So this petition is likely pure bogus.
