Yes, I think he is running. There was the odd interview with Megyn Kelly a few months back and then lately all the floating of ideas about fresh face, etc. And of course the video he released that looked like a campaign ad.
The group, Walker, Rinse, and Ryan are all tight knit group. It seems that when the 2012 election was happening, there was another candidate for VP, but Rinse insisted on Ryan.
