That was the poison pill in the amendment that helped kill the Gang of 8 amnesty bill, because the Dems wanted more voters for Dems.

Reagan gave amnesty, with the promise that a fence would be built. It NEVER HAPPENED.
imo, we SHOULD NOT EVEN BE DISCUSSING ANY KIND OF AMNESTY, one way or another, UNTIL THE FENCE IS BUILT!
