The threats can be many . Some as simple as every nut with a bic lighter sets a fire, wild land and urban on the same day or a complex plan to kill infrastructure such as power, communications , transportation hubs, ports, rail and airfield.....
Then you have to consider the insider threat....like 1600 Pennsylvania Avenue.....
Wouldn’t put it past the jihadi leaders to fake up some nukes to impress their idiot followers.
