He's got an ad running in the New Hampshire market (and probably many other markets) where he basically says:

I'll make new improvements (new rules) for social security.
I'll make new improvements (new rules) for college loans.
I'll make new improvements (new rules) for taxation on rich people.

And then he concludes with something like: "When I'm president, THEY won't get away with things anymore -- they'll have to start following the rules!!"

It's just threatening. It's Stalin.
