Caller to a Radio Show brought up a very fascinating point:
From an article about Jizya:
Ann Lambton states that the jizya was paid in humiliating conditions by every free male dhimmi of age.
According to Cohen, the Quran itself does not prescribe humiliating treatment for the dhimmi when paying Jizya, but some later Muslims interpreted it to contain "an equivocal warrant for debasing the dhimmi (non-Muslim) through a degrading method of remission"
The Sailors were Humiliated during the whole process of getting them back, and this sent a clear message to all the 57 Islamic States out there...
Kinda reminds me historically of How the Barbary pirates would take hostages and humiliate them in the process of extracting a ransom for them.

Tribute is the word in this case, not jizya.
