Didn’t say he was married before he left Cuba. He came to UT,
enrolled and got married somewhere around his junior year, had
two daughters, got divorced at some point, hooked up with Eleanor,
married her and they went to Canada where Edward was born.

After reviewing that link, what makes you think that in 1961 or before, after Rafael Bienvenido Cruz married Julia Ann Garza... (?) I can barely remember 1961, and the government was a lot different back then.
We were living in a FREE Nation back then, and we didn't have all of today;s welfare.
Basically government subsidies when to women with children, and consisted of canned milk, boxed cheese, real grade A butter, baby food, and other food items.
Money was given to men who had an unemployment balance that they had paid in.

And besides, Rafael Bienvenido Cruz is not the kind of man who would accept government subsidies.
His heritage is too proud to allow for him to do that.
