I can barely remember 1961, and the government was a lot different back then.
We were living in a FREE Nation back then, and we didn't have all of today;s welfare.
Basically government subsidies when to women with children, and consisted of canned milk, boxed cheese, real grade A butter, baby food, and other food items.
Money was given to men who had an unemployment balance
that they had paid in.
And besides, Rafael Bienvenido Cruz is not the kind of man who would accept government subsidies.
His heritage is too proud to allow for him to do that.
