It takes courage to stand up to your boss when he or she asks you to do something unethical or illegal. Sadly too few people have it.
Not so sure it is illegal. For example, a commander in the military can authorize classified information to be sent in “the clear” if that commander determines that it is an operational necessity. If a Secretary of State has the same authority, then it would not be illegal.
