That is obviously a possibility. But Occam has, IMHO, a much better answer:

Obama is a Sunni Muslim Mole. For consistency with what has happened under Obama's Rule over the last 7 years that idea is very hard to beat.

The only serious inconsistency that I can see is his obvious friendship with the Shia Muslims in Iran. Every other move he has made has resulted in growth of the influence and wealth of the Sunnis and increases in the land area they control. This is primarily via ISIS of course. He failed to hold Egypt with the Muslim Brotherhood in control and they are now gone but ISIS is there fighting to win it back.

Add to this his employment of members of the Sunni Muslim Brotherhood in his administration and you have a solid case for Occam being right once again.
