Vanity-Need help identifying this portrait

I saw this old portrait hanging in a restaurant. I've seen this face before but it's killing me to that I cannot identify who it is.
I have googled everything possible and get nowhere.
Does anyone know who this portrait or photograph represents?

probably just a picture found at a yard sale or antique store and the owner felt it would look nice.

If you can take a better shot, try Google image search and I bet you find it. And hints as to context? What part of the country you in? Theme of restaurant? etc,,,

Does anyone know who this portrait or photograph represents? The restaurant owner. He ought to know if he put it there.
Or maybe it simply came with the frame.
