Any climate change treaty that President Obama might sign up to will have approval not through congress, but through the binding international process contained within the Trans-Pacific Trade Deal.
U.S. Chamber of Commerce Tom Donohue spent over $20 million, in just the Senate, in a six month period, to get TPA -the vehicle for TPP passage- through the docket â * facilitated by Ted Cruz/Paul Ryan and the glorious âfast-trackâ rider within TPA (trade promotion authority) Cruz constructed for him.

Most people have no idea what TPP is all about. TPA authorization allowed congress to ratify a stealth treaty. âFast Trackâ, a rider within TPA, drops the approval threshold to a simple majority â This was the contribution of Senator Ted Cruz.
Remember, even the broad strokes were kept secret, under lock and key, and congressional staffers were not allowed to accompany their boss into the room where it was allowed to be âread onlyâ before the TPA vote.
TPP was kept completely secret â and TPA means only an up-down vote by Congress, with no modification, is allowed. The White House released the 5,544-page text of the Trans-Pacific Partnership The agreement involves 12 countries and comprises nearly 40 percent of global economic output.
Most people, including congress critters, donât have the will to read this monstrosity. However, there is a a Synopsis FROM THE US GOVERNMENT. Even that synopsis has itâs nasty surprises. Letâs pull out some of the issues:
ENVIRONMENT â As home to a significant portion of the worldâs people, wildlife, plants and marine species, TPP Parties share a strong commitment to protecting and conserving the environment, including by working together to address environmental challenges, such as pollution, illegal wildlife trafficking, illegal logging, illegal fishing, and protection of the marine environmentâ¦.
They reaffirm their commitment to implement the multilateral environmental agreements (MEAs) they have joined. The Parties commit to provide transparency in environmental decision-making, implementation and enforcementâ¦..
Finally, the Parties commit to cooperate to address matters of joint or common interest, including in the areas of conservation and sustainable use of biodiversity, and transition to low-emissions and resilient economies.
THE TEETH! â Unlike some other treaties the TPP has enforcement. Worse, as can be seen if you read between the lines it has ENFORCEMENT FOR OTHER TREATIES!
The Guardian says this about the Trans-Pacific Partnership trade agreement:
Leading arbitration lawyer, George Kahale (chairman of Curtis, Mallet-Provost, Colt & Mosie LLP, an international law firm) says there are critical loopholes in the Trans-Pacific Partnershipâs investment chapter that leave Australia wide open:
[â¦] an MFN clause is tantamount to a classic wipeout move. It would enable foreign corporations from TPP states to make a claim against Australia based on the ISDS provisions in any other trade deal Australia has signed, no matter which country it was signed with.
That means it does not matter how carefully the TPP is drafted: foreign investors can cherrypick another treaty Australia has signed, and sue the Australian government based on the provisions included in that treatyâ¦..â (link)
If you go back to the official US Government synopsis we find:
DISPUTE SETTLEMENT â The Dispute Settlement chapter is intended to allow Parties to expeditiously address disputes between them over implementation of the TPP.
[â¦] TPP Parties aim to have these disputes resolved through impartial, unbiased panels.
[â¦] hearings will be open to the public unless the disputing Parties otherwise agree, and the final report presented by panels will also be made available to the public. Panels will consider requests from non-governmental entities located in the territory of any disputing Party to provide written views regarding the dispute to panels during dispute settlement proceedings.
Should consultations fail to resolve an issue, Parties may request establishment of a panel, which would be established within 60 days after the date of receipt of a request for consultations or 30 days after the date of receipt of a request related to perishable goods.
Panels will be composed of three international trade and subject matter experts independent of the disputing Parties, with procedures available to ensure that a panel can be composed even if a Party fails to appoint a panelist within a set period of time. These panelists will be subject to a code of conduct to ensure the integrity of the dispute settlement mechanism.
[â¦] The final report must be presented no later than 30 days after the presentation of the initial report and must be made public within 15 days, subject to the protection of any confidential information in the report.
To maximize compliance, the Dispute Settlement chapter allows for the use of trade retaliation (e.g., suspension of benefits), if a Party found not to have complied with its obligations fails to bring itself into compliance with its obligations.
[â¦] Before use of trade retaliation, a Party found in violation can negotiate or arbitrate a reasonable period of time in which to remedy the breachâ¦.
So it looks like we got their globalist climate treaty only they called it the Trans-Pacific Partnership treaty. So, what happens in Paris ?
Well, according to TPP anything agreed on and signed by President Obama in Paris is then enforceable under THIS TPP TREATY.

HR2146 (TPA âTrade Promotion Authorityâ or âFast Trackâ): This House Bill #2146 originating April 30th â15, became the vehicle for passage of Trade Promotion Authority (TPA) for the Trans-Pacific Partnership (TPP) trade deal.
HR2146 was originally introduced in the House of Representatives as a bill to address issues with retirement funds of federal law enforcement officers and firefighters.
In April of 2015 Senator Ted Cruz and House Ways and Means Chairman, Representative Paul Ryan, supported TPA being added to HR2146. Their support was most notable when they posted the following Op-Ed which appeared in the Wall Street Journal on April 22nd:

On May 12th HR2146 passed/agreed to in House: On motion to suspend the rules and pass the bill, as amended. Agreed to by the Yeas and Nays: (2/3 required): 407 â 5 (Roll no. 220). (text: CR H2848) The bill passed the house 407-5 because it was not controversial.
As planned, on June 4th 2015 The senate passed the house bill âwith changesâ notably an amendment âadding TPAâ (thanks to Ted Cruz) and TAA (needed for Elizabeth Warren coalition) By unanimous consent thereby avoiding a roll vote on record.

On June 18, 2015 the House accepted the TPA change (Paul Ryan spearhead) and removed TAA (the financial assistance package for training of union workers â this angered the Pelosi Dems). Nancy Pelosi had to be arm twisted by the White House to go along with HR2146 with TAA spending removed â she acquiesced.
Without TAA HR2146 passed again in the House, only this time with a much closer vote of 218-208, and went back to the Senate to resolve differences. (The difference was the removal of TAA)

On June 24th HR2146 (TPA without TAA) Then passed the Senate (Ted Cruz did not attempt to block or filibuster because this was the original plan all along). The bill passed in the Senate 60-38 (3/5ths passage rule).

On June 29th Obama signed it and HR2146 became law.
Senator Ted Cruz voted for Cloture on TPA Fast track trade authority removing the hurdle and concern of further amendments and clearing the way for passage. Again, like âunanimous consentâ cloture votes are not recorded roll call votes. Thereby Ted Cruz could obfuscate his support. He figured to hide, see how that works?
However, Cruz advocacy could not be hidden entirely. On another bill HR 1314 Cruz voted against an amendment to the Trade Deal that would require congress to be consulted if China (or other nations) were to join after the fact:

Cruz voted NAY. Directly saying he did not want congress to be consulted before other countries, namely CHINA, could join TPP.
⦠Remember during the last GOP debate who was saying China is not part of TPP, contrast against who was honestly saying TPP carries a backdoor for China (and Russia) to join. Now consider:

Donald Trump was entirely correct. Senator Rand Paul stated that China is not part of the TPP deal, and jumping on the bandwagon â the initial media tried to ridicule Trump. However, they were wrong, and Trump was indeed accurate.
Maybe. I bet they show up, eventually. It will be interesting to see how they try to twist/turn this one.
How anyone can fail to see the writing on the wall, with Cruz, on this...is beyond me.

That’s what scares me about politicians. It’s sort of like former acid heads. They seem to be normal, dope-free and trustworthy; but then when you least expect it, they have a flashback and go bat guano crazy.
