Makes perfect sense. Stiles, the author, editor, doesn't mention the time over which the money was being spent or otherwise he doesn't have much of a story. He doesn't need to invent any scenario that paints the Clintons as being weird.

What I think is the weirdest thing about the Clintons is their personal compatibility, sexual incompatibility, in terms of both being megalomaniac inherently pathological, utterly solipsistic,(they are the only ones to exist in their self universe) vainglorious miscreant clones of each other, bereft of even the slightest infinitesimal modicum of moral integrity, principle except for the "ME" principle.
