The judge needs to hold them in contempt of court and make them spend a couple of months in jail.
Sounds like this judge just might be the one to do it.
My advice....go to the top three members of DHS and lock them up in a facility until the judge’s order is met. Tell the next three guys in charge that they’ve got thirty days to meet the order or they go to the facility to join their ‘buddies’. Repeat the process each month until ‘solved’. Behind all of this game-playing....DHS has lawyers on the staff advising them. These are likely folks hired by the White House and provide advice to the leaders of the organization. I might go ahead and bring them in, and give them a month to fix their problem or suspend their license to practice law.
