It is unlikely that the Civil War amendments would have been proposed and ratified if Confederate leaders hadnt precipitated the Civil War. The fact that the civil rights amendments were an inadvertent result of the Civil War doesnt detract from the fact that the war resulted in ratification of constitutional amendments that outlawed slavery and would eventually guarantee all black Americans equal protection of the laws and the right to vote. Walter E. Williams has said (on Rush’s program) that he is better off today because his ancestors were brought here as slaves.
Without the Civil War, slavery would have continued at least for decades more. How could it have been ended? There were 15 slave states. To end slavery by constitutional amendment would require 2/3 vote in each house of Congress and ratification by 3/4 of the states. Even now there aren’t 60 states.
There is a lot of truth here.
