I threw out my scsi scanner from the 1990s a few years ago. USB scanners are cheap, fast, and the quality of the output is much better.
Or, put a wart on the box to hold the big card.
Or swap all the guts to a big box.
USB to SCSI adapter.
does this work for you?

Replace the scanner. I know what you’re gonna say. I sympathies. Just believe me when I tell you that it is not worth the grief of kludging together a solution to keep old hardware going unless it is some mission critical thing. A scanner isn’t.
Being something of a collector (alright then, pack rat), I just checked one of my bins and found an Adaptec AHA-2940.
Also get off XP and onto windows 7 for the free upgrade to 10. Check if your CPU is 64bit, if so backup your XP and get a tech to install Windows 7 64bit. Then you can upgrade your memory beyond 3.2Gb.
I just did that and cloned my hard drive onto an SSD in 8 min. Now making DVDs is wonderful and my system flies!
If you bought a new(er) computer, and you don’t want to spend any money, and if you don’t do excessive amounts of scanning, keep the old computer with the scanner connected to it, and scan from there, and move the documents over to your new computer. A $15 KVM will allow you to use the same monitor, keyboard and mouse for both machines.
At least until you can afford to replace the scanner or get an adapter.
Have you checked to be sure there’s a driver in Win7 for that scanner?
Not sure if this will work for you given your limitations, but does seem to work for others.

Basically it is an adapter for your scanner that turns your scanner from SCSI to Firewire. This of course assumes that you have a Firewire port. I know that some of the Dell line has firewire ports, I dont know about your specific configuration though. So be sure that you have a working firewire port before you go down this path.
I replied to the wrong person describing what HE had, not what you had. Disregard my post because I am not clear on what type of SCSI connector you need. Here is a link to a decent guide that will help you sort it out: http://www.ramelectronics.net/scsi_connectors.aspx
Toss the scanner..
When the idiots at TxDOT bought standard HDMI cards to go into small form factor PC’s we found plenty of the short replacement parts to move the cards to but just opted for cutting and bending the standard ones to to fit. Just use one of the “blanks” for an example. Primitive, yes but cheap and functional.
