Eastern Washington is extremely conservative and has a much better climate. Not knowing her field of study but I would have her look at the Tri-City area (Richland, Kennewick,& Pasco). Lots of sun and fun and high paying wages if her field is science, engineering, or medical. Crime rate is low and her cost of living compared to Seattle is a lot better as well. Only drawback is it is not very metropolitan if that is what she is looking for.
As an example, I moved from the Tri Cities to Seattle in 1997 and my auto insurance nearly doubled.

Thanks for the information. Not sure exactly what she is looking for—regarding metropolitan or suburban. She is in health care-clinical lab science—hospital lab or public health dept lab.
