It was GOP Senator Lisa Murkowski who in 2010 killed legislation to harden the grid. That was five years ago. Thanks to her, five years have passed. The grid could have been protected by now.

Seriously, I have a couple faraday cages in the garage with things like various types of walkie-talkies, two-way radios, SW radio etc.
Obama would have vetoed the legislation anyway.
