You are not a passive bystander. You have explicitly stated that you believe all drugs should be legalized. If that is not promoting drug usage, what do you expect to happen if drugs are legalized? That usage will go down?

I expect that if tobacco was banned its use would go down, but it doesn't follow that my support for the continued legality of tobacco is a promotion or endorsement of tobacco use.
