"Lithuania borders the Russian oblast (region) of Kaliningrad, and was under Soviet control from 1940-1991."

That is quite correct as it is talking only about Lithuania.

Yes, that clause only refers to Lithuania (not Kaliningrad), and the dates all check out. Lithuania was essentially given to the USSR as part of the Molotov-Ribbentrop pact.
