When someone says they can’t breathe that usually indicates that they’re having difficulty breathing.

That's what I keep thinking. It's clear his health problems killed him, and those cops were doing their best to subdue him without deadly force.
Just because respiration hasn't stopped doesn't mean one can get adequate breath - this is a case where the cop pretty much committed manslaughter if not murder - charge didn't call for the death penalty and there was plenty of power available to control the guy.
