“Obama” can pardon illegals for any and all crimes they have committed (unclear if he can do this as a class, however - he might have to sign 12 million papers).
He cannot grant them citizenship and he cannot issue green cards without legislation.

“If Congress refuses to act and perform its duties, then I think it’s appropriate for the executive to step in and use his authorities based on law … to take action in the immigration arena." Congress IS performing it's duties. It is the Executive that refuses to do it's duty to enforce EXISTING immigration law.

Congress has acted. There exists a comprehensive system in place in the US for dealing with immigrants and illegal entrants. None of the specific instructions from Congress includes instructions to the President to ignore processes to remove illegal entrants. If this president would stop delaying acting in accordance with the law, there would be no perceived problem.
