As Democrats seek to turn Texas blue, it seems they are employing a little Bolivian white to assist them in this goal. In yet another disturbing example of Democrat Party malfeasance, Texas Democratic Party power-broker Francisco Garcia was indicted for allegedly buying votes by providing cocaine to voters in an attempt to sway control of a local School Board. Garcia, a long-time San Antonio Democrat leader was campaign manager for four candidates in the Donna School Board race of 2012, and per the indictment, offered voters in the most lower-income, minority district the option of taking $10 cash or a small vial of cocaine on the promise they would vote for his candidates.
According to U.S. Attorney Kenneth Magdison, Garcia was charged with conspiracy to buy votes, purchasing votes, as well as aiding and abetting others to procure votes for direct payment. Three of Garcia's campaign workers, Guadalupe Escamilla, Rebecca Gonzalez and Diana Castaneda, were previously arrested and have all plead guilty to similar charges.
FBI agents tracked Garcia in southern Illinois and arrested him there. He was charged in Federal Court on Friday, with the judge issuing a date of October 8 for a further arraignment hearing. Garcia was released in lieu of a $10,000 bond.
While Texas is a Republican-leaning state overall, there are pockets in which Democrats hold solid and firm control of local governments and school boards, Donna being one of them. The district is still reeling from the suicide of former School Board President Alfredo Lugo, also a Democrat, on New Years Day of this year. It is alleged that he hung himself in part due to the arrest of the three cohorts of Garcia.
The news is Texas is yet another black eye for the Democratic Party, who has seen a disturbing increase of indictments and convictions among its high-ranking members and elected officials. In addition to Garcia, Dallas Democrat John Wiley Rice, a County Commissioner, was arrested in on 13 counts of bribery. In California three State Senators have been indicted or plead guilty to a range of charges from bribery, to voter fraud and the incredible story of Leland Yee, the vocal anti-2nd Amendment lawmaker who is charged conspiring with international organized criminals and Islamic terrorists to supply San Francisco street gangs with automatic weapons and military grade rocket launchers. In all over 100 elected Democratic Party officeholders have been indicted, plead guilty or have been convicted of crimes in 2014.
In addition to the Donna School Board races, two other local women with alleged close-ties to Francisco Garcia, Veronica Saldivar and Belinda Solis, were arrested recently on charges of trading cocaine and cash for votes in both the 2012 Democratic Party primary elections and Hidalgo County commissioner races. Investigators are exploring their relationship to both Garcia and Lugo, as well as to see how far up the ladder of Texas Democratic Party politics this reaches.
All four Garcia-managed candidates for the Donna School Board, Michael Flores, Ernesto Lugo, Nick Castillo and the departed Alfredo Lugo won their elections in 2012. None of the surviving members have responded to press inquiries as to their involvement in with Texas Democrat Francisco Garcia or the indictment against him for buying election votes with cocaine and cash.

I try to follow the law whenever I can. If the law doesn’t fit my agenda (if I had one) I can simply go around it. Er, maybe not so much. I don’t know people in “high” places.
On the Texas border, not hard to imagine every last one of them with their last names. Donna is a little nothing town in Hildago Co. with a 92% Hispanic population which votes RAT every time. Funny thing is most were probably too high to go vote.
