Q. When is a war not a war?
A. When it is a fairly significant counter-terrorist operation (according to Jean Carré) rather than a war per se (according to Josh Earnest); when our State Department rejects the notion of us engaging in a war on terrorism (according to Marie Harf) and when the Commander in Chief says that the group calling itself the Islamic State is neither Islamic nor a state; ipso fatso, we cant declare war on it.
And while were at it, perhaps someone can get to the bottom of this mystery too: who forgot to order the White House yard crew to cut the grass on the South Lawn for yesterdays moment of silence on the National Day of Remembrance and Service?
Ankle high grass is really more appropriate for putting a herd out to pasture.
Its not like 9-11 occurs on a different day every year. Although I suppose the crew may have assumed that the remembrance part had diminished in importance now that 9-11 is really more about giving back. By putting playground equipment together, or something:

I’m going to agree with Kerry, but I can’t imagine Kerry stating why this is not a war: Our opponent is a gang of terrorists, not an army. Armies wear uniforms. The Russian separatists are an army; that is a war.
This description is also in the Urban Dictionary as another definition of "Cluster F#ck".

Are things being broken and people killed?
An army is not defined as a bunch of uniforms.
An army is defined as being a large group of people able and willing to use violence to accomplish a political objective.
Our opponents are an army, the Army of Islam. We are in a war. It doesn't matter to them if we refuse to realize it.

We have not fought a war since then. Oh we have used the military but we limited their actions, held them back, handcuffed them, gave then silly and senseless rules of engagement etc..
It reminds me of when this admin admitted that Russian troops were in Ukraine “engaging” Ukraine troops “with casualties” but did not use the word “invasion”
Picture this:
* You face a large group of people who are well armed
* They are politically motivated, going into areas and establishing de facto governments
* They have uniforms and a flag and call themselves a state
* They have stated that their ultimate goal is to control the world, one nation at a time
* They kill people as they want, celebrate the killing and put it on TV
* They tell you that they want to kill you.
If you don’t consider yourself at war with them you are a fool and you are going to suffer very badly.

You misunderstand me.
When you fight an army, you don’t kill prisoners. You send statesmen to seek a peace. And you are bound by international law. You recognize you will likely have to kill or be killed, but you can also respect that the individuals you fight are fighting for their families, their nation and their honor, no matter how vile their leaders’ politics are.
When you fight terrorists, you execute prisoners as criminals. You fight until their utter destruction, with no negotiation. And you are a God-damned fool if you restrain yourself by international laws which you know they will not respect. You owe them not one stitch of respect, and when you kill them, you know their widows and children should rejoice with you.
The War Department has been the Department of Defense for a while now, and we haven’t declared war in the same constitutional way as we did in WWII, since.
