What if the Sultan does more than "Amnesty?" The best move he could make is to grant all the illegals Citizenship. He would then defy Congress and the Senate would approve. Congress would do nothing about it except complain loudly. The Court may take it up quickly but meanwhile the Sultan will have sent his voting counselors throughout the country and will have intimidated most of the States (those that aren't eager for it) into allowing them all to vote. Whatever the Court decides, the Sultan would simply ignore or declare the Court's decision Unconstitutional and keep going. What will stop him? I pray that the man's reputed cowardice keeps him from doing that but that is how far down the road to overt dictatorship we have come. He can do it and would likely be successful.

The people have guns. Are there leaders? Perhaps the military would step in but that presents problems in itself.
