While Harf is undoubtedly following talking points directly from the White House. (I don't think Kerry is smart enough to make his own talking points and is just bumbling around the world trying to do something important while being seen as a fool by world leaders.) That said she is an obvious liberal nitwit. She and Jen Psaki are typical spoiled brat liberals who have neither the experience nor intelligence to do their jobs, but got their positions for being loyal political activists for Obama.

Imagine the frustration of being a career diplomat or foreign affairs specialist with years of experience and likely advanced academic degrees working in a State Department run by Hillary or Kerry and where the people in power are airheads like Harf. It also begs the question why there are no men in these State Department positions. Perhaps Hillary had a purge of the male sex.
