I think it’s silly, childish and maybe even counterproductive to heap blame on this particular spokeswoman. She is doing and saying exactly what SecState Kerry wants, and Kerry merely reflects the fecklessness and incompetence of his boss in the WH. As the wise and inimitable Michael Dukakis once taught us, “The Fish Rots From The Head.”
To apply the word "incompetence" in describing this State Department vacuousness almost insults the word, "incompetence."

Kirsten is a hottie (eyes don’t match the hair but that’s her choice), Jackson looks like a human rhinoceros with the mannerisms of Adolf Hitler (look at footage of der Fuhrer meeting foreigners - same phony grin).
She’s youthful, he’s an aging Sixties’ has-been.
Kirsten has a lucrative contract with FoxNews, Jackson is pimping his audiences for money (and getting booed for it).

Thats because we were in the midst of the Cold War. We required serious leaders and serious people working in the government. “Optics” were used on weapons. It was not a word we would hear on the news.
But as long as the Presidential campaigns are just privately funded “reality” shows we will continue to elect and hire eye candy who remind us of Big Brother and Survivor.
The BEST thing that could happen is an emp that took out all TVs for six months.
