Definitely some of that as well. Of course, they had to pretend to be cooperative. They just didn't keep very good records on who was and wasn't Jewish. Or they conveniently lost them.

The Vatican got a bad rap for supposed collaboration. In reality, they actually encouraged this passive non cooperation.
