if my employees see fit to give away MY product, services or supplies, they have to pay me for them, or they will be fired for stealing.

Only because he got caught. The time to pay for something is BEFORE you steal it, not after.
If he is willing to pay for what they stole once he was caught, he is still a thief. My thought would be “How much has he given away up until he got caught?”
