Apache's are great attack helicopters, but maintenance night-mares. Black Hawks are (relatively) easy to maintain (in comparison, anyways). That is one of the reasons it is seen as a great idea by conservatives sites like The Heritage Foundation.
People can agree or disagree with the military decision, but it is a normal thing for the military to do.

Sometimes they actually do make wise, reality-based decisions.
NGs don't really have depot facilities either - regular Army is better suited from both a maintenance/repair and a supply-chain angle.
They would have to send their stuff to CCAD or the like for any heavy work anyway.
