We should send many large ships to Cuba every day and offer U.S. citizenship to every anti-Communuist in Cuba
We would have to offer bribes to the Cuban police and military guards, but by U.S. standards, it wouldn’t be expensive: a handful of U.S. currency, bottles of booze, toilet paper, chocolate bars, and pornographic magazines should be enough to get the job done. This would make the police and guards look forward to the arrival of these ships, instead of trying to stop them.
After a few months, Castro wouldnt have anyone to rule over, because everyone would have left the country.

offer $50k in US dollars to every person in Cuba if they take over their govt and pledge sovernty of the island to the US.
this would cost $563 billion... and we’d get all the oil off the northern coast... worth a few trillions

That's why I chose the words that I did. I can't imagine that one would be pro-Communist after spending time in either a Communist insane asylum OR a Communist prison.
Side note: Gov. Bill Clinton acceded to pressure from President Carter to put some of the refugees in Arkansas.
He lost the next election.

True for those who were actually political prisoners, but my memory says that there were true criminals and actual crazy people dumped on us, too.

Understood, though the only qualifier the original poster used was anti-Communist, which typically means 90% of the people.
