Your don’t have to use it, you just have to be hooked up to it ... and pay a monthly fee of course (that is the point, the monthly fee).

No....the government supplies potable water. It is continuously tested.

When we had a terrorist scare about our water supply in the mid 80's, my boss was taking his "fish in a bag" to all the towers and reservoirs until we could get better security in place.

Well, I suppose she could just let them hook it up, but keep it turned off at the main valve to the property. I don’t know if she gets charged for the “privilege” of being forced to have it hooked up, but I’m sure she will be. That’s really what this is all about, I’m sure. She wasn’t paying her “fair share” of the money the government wanted from her for the water service.
