Looks like both. The red shirts our en masse in their own govt. organized red shirt/brown shirt gangs and on motorbikes.
The big protest rallies are spontaneous.

Folks in the streets would be “rebels.” At the imgur website, regime supporters are captioned “mamaguevos” (cocks#ckers). Reportedly posted some 21 hours ago.

The article says govn. guys are on motorbikes and shooting the people. They have on more official looking clothes and there are regular people also on motorbikes in everyday clothes.
There are many thousands of people it looks like and a group that large can overwhelm the govn. guys with guns if the group keeps going toward them as there are too many of them to kill them all.
