There will come a point when enemies see the risk of a first strike against the US as in their favor. This will come when the attackers believe that they can destroy most of the retaliatory nuclear weapons before they can be launched. Disarming any more is only bring doomsday that much closer.
If anything the US should build up its antimissile shield and increase the number of nuclear weapons available for counter attack. Mutually assured destruction is the only policy that will make the world peaceful.
