Mayor Kaiser Wilhelm II Did Not Plow The UES of NYC, but WHY?

The UES wasnt the only area in Manhattan that wasnt plowed; in fact, as of 4:00 p.m. yesterday, it is KNOWN that most of the area shown in red in the following map was NOT plowed not even once:

The traffic on all major avenues in the red area was pretty much at standstill. Now, in fairness, I dont know if all of the areas in green was plowed but someone ought to know.
If the UES wasnt plowed when, for instance, the UWS was, itd seem that Kaiser Wilhelm II wasnt going after just the 1 percenters but everyone in blocks upon blocks of Manhattan where he LOST the vote. In the red area of the Manhattan map at the link, there are many hospitals, schools and so on.
Kaiser, you are nothing but a scumbag because either you did this deliberately or else you need to learn very quickly; however, you probably lack the ability to do so. I am sure the sanitation guys (yes, your union buddies) were only too happy to wait to get the avenues done overnight because of the overtime! Investigation, anyone? Naw, this is NYC

Guessing that is sarcasm. That said, the unfortunate reality is that the sanitation tucks, which double as snow plows, rule the city. They are not gonna let an non-city-union vehicles on the streets.
Background for those fortunate enough to not live in NY City: there are basically two types of surface streets in NY: uptown/downtown, and cross-town. Uptown/DT tend to be broad multiple lane roads. Cross-town tends to be narrow single lane roads. The sanitation drivers learned long ago that one or two trucks blocking a couple of cross-town roads brings traffic in and entire neighborhood to a standstill. Anytime they aren't getting their way, they just block a few cross-town roads and the city's traffic comes to a near complete stop.

I suspect that heavy snows need to be scooped up and dumped in the river. A private firm would need too many permits to be able to operate if the City didn’t want them to.

I grew up in the tony NY suburbs of Rockland County but left the area in 1977, partly because of the political culture there. Who wants to live in a society governed by secret connections and privileged access? Sheesh. Close the bridge to punish? Leave streets impassable because of household income? But tax evermore the achievers. Who needs it?

Most of the snow gets piled up on parked cars, where it seems to immediately turn to ice. To shovel out a parked car, you may well need a pick.
Some of the snow goes into the rivers, but a lot goes into "heated dumpers" that melt the snow into storm drains. As soon as you tried to bring the dumpsters in from a private party, I have no doubt that it would become a victim of a snow-plow accident within a couple of hours.
