There are actually four models for law in Europe:
The British model, where "Everything is permitted, except that which is prohibited"
The German model, where "Everything is prohibited, except that which is permitted"
The Soviet model, where "Everything is prohibited, including that which is permitted"
The Italian Model, where "Everything is permitted, including that which is prohibited"
