...the fear that otherwise law abiding citizens will be snared in a law enforcement nightmare. It is that fear, embodied in the prosecutions of people attempting to navigate a labyrinthine system of regulations that dooms most gun control measures.

I take issue with this. Most "gun control" measures are (or should be) doomed because:

a) They violate the 2nd Amendment.

b) Even though a) should be more than enough to doom them, then there's the problem that they do not work. That is, they don't do what their proponents claim - increase public safety. In fact, they have the opposite effect.

c) "Gun control" is historically a tool of tyrants. It has led to literally millions of deaths in the 20th century.
