Note that they are willing to give police powers (life and death) to persons who could not even cut it in high school (CHSPE). I'm sure we all remember the kids who had problems with school.

Google "PMP Risk Management" or "ITIL V3 Risk Management" and you will see that in Project Management, the first step in planning for risk is to identify the risk. You don't accept risk blindly. We are in a soft police state currently. The feds are setting up an electronic barbed wire fence around Americans.

Yea, no kidding. Last evening on the news it was reported Houston police with the help of a grant from Homeland security will deploy a web of cameras throughout downtown Houston to help deter crime.
Why are the Feds involving themselves in local municipal law enforcement?
And...and, there’s always a string attached to the $$$ they provide local law enforcement.
We also received a couple of years ago, again with the help of DHS grants, our first couple of aerial surveillance drones in Montgomery county Texas, just north of Houston.
