I lived in Mexico City two years when I was a young woman. As I recall the Mexican government treats its borders two ways:

1. U.S.-Mexico border: Mexico ENCOURAGES illegal entry from Mexico to the U.S.A. The government handed out brochures on how and where most easily to cross illegaly into the U.S.A.

2. Guatemala-Mexico border: Mexico has THAT border tied shut, positively, absolutely closed down to prevent illegal entry INTO Mexico from Guatemala.
