The author of the article is wrong. I didn't have to read very to determine that. The author says that only Congress can submit articles to amend the Constitution. But Article 5 of the Constitution says Congress OR the Application of two thirds of the States can call a convention for purposes of proposing amendments to the Constitution. The author conveniently overlooks the the word "or."
