“They may decide to use the different method of enrolling not because of the website, but they may have children seeking to get covered that live in different states, or because some members of their family may be eligible for Medicaid and others who don’t,” he said.
Under heavy questioning about the 80 percent figure, Carney conceded that the website will never be “perfect.”
Like any website, he said, “there will be some individuals who experience technical difficulties sometimes.”
The botched website has led to enrollment figures well below expectations and threatens to undercut support for President Obama’s signature achievement. The administration initially said the website would be working “smoothly” for the “vast majority” of consumers by the end of November.

Since the goal of the website is to sell visitors a slice of socialist totalitarian hell, but it doesn't actually work, I'd say that's about as close to perfect as you're going to get.

Again using a word that does not fit with the reality of the situation. Nobodies website is perfect on this scale. What Jay should have said is “the website will never be FUNCTIONAL in time to avoid disaster.”
That was the whole purpose of the law.
They keep lowering expectations. My guess is that about 20% will be able to use it but their data manipulators will try to convince the public that the figure is closer to 80%.
