Since the goal of the website is to sell visitors a slice of socialist totalitarian hell, but it doesn't actually work, I'd say that's about as close to perfect as you're going to get.

Again using a word that does not fit with the reality of the situation. Nobodies website is perfect on this scale. What Jay should have said is “the website will never be FUNCTIONAL in time to avoid disaster.”
That was the whole purpose of the law.
They keep lowering expectations. My guess is that about 20% will be able to use it but their data manipulators will try to convince the public that the figure is closer to 80%.
